Wirral and Cerner Announce Health Information Exchange Project to Share Information and Integrate Care Services Across the Care Community

LONDON — 11 July, 2012 — Today Wirral University Teaching Hospital NHS Foundation Trust, Wirral Health Informatics Service (WHIS) and Cerner announced a mutual venture to deploy Cerner’s electronic clinical exchange platform, Health Information Exchange (HIE) that will allow secure sharing of electronic patient information across primary, secondary and community care settings. The project lead by Cerner, Wirral University Teaching Hospital, and WHIS will provide shared views of information between GP practices, and community and acute hospitals; thereby reducing the need for paper and taking unnecessary administration and duplicate cost out of the health system to provide clinicians and health professionals with richer, clinically focused information at the point of care in a secure environment.

Six GP practices and NHS Wirral have already signed up to the first phase of the project which is anticipated to begin later this month. The first phase will deploy Cerner Hub EDI messaging to support the GP workflow by sending clinical data from Wirral University Teaching Hospital directly to the GP practices. Subsequent phases will provide access to the GPs patient record from within the Wirral University Teaching hospital’s implementation of Cerner Millennium®; this includes establishing a system agnostic Health Information Exchange to integrate disparate hospital IT systems which will build a virtual patient record accessible from any care settings.

“The Health Information Exchange (HIE) is essentially a clinical exchange platform that allows existing Electronic Patient Record systems across the health economy to talk to each other” said Patrick Reed, Director of Information at Wirral Health Information Service. “For the Wirral, this means that care providers within acute, community, mental health, urgent and social services will be able to access an aggregated view of the most up to date information on a patient taken from a broad spectrum of care providers contributing to the Health Information Exchange.”

The health organisations taking part in the Health Information Exchange project in the Wirral peninsula shared the vision that connecting health services in the Wirral will allow the best management of the health and care of their patients.

“For GPs, having access to clinical data on patients electronically, removes paper and administration overhead, automatically removing unnecessary expense from the system whilst improving the safety and quality of care for our patients.” said Phil Jennings, (title) and chair of clinical commissioning group (CCG).

“We’re excited by the possibilities of the Health Information Exchange to view real-time clinical information on our patients for safer, more efficient care” said Luke Readman, Director of Information at the Wirral University Teaching Hospital. “The Community View in Cerner PowerChart® will allow our clinicians to have real time access to patient data from GP surgeries and the community to support the best clinical decision making leading to better outcomes”.
