In September last year, we first announced our successful selection as part of the Health Systems Support (HSS) Framework.
Today, we are delighted to announce that we have been appointed to an additional, foundational lot of the Framework: Enterprise-wide Electronic Patient Records systems (Lot 1)
The HSS Framework was designed to create a quick route for NHS Trusts and other care providers across the system to access and leverage support and services provided by a range of innovative, forward-thinking suppliers. Suppliers appointed to the Framework have been accredited by leaders from NHS England, NHSX, and other local, regional, and national bodies, following a thorough assessment of their abilities to enable enterprise-wide transformation that supports the delivery of NHS’s digital vision.
The endorsement of Cerner to support this important section of the Framework furthers our position as an industry-leading electronic patient records (EPR) system supplier, and the proven capability of our Cerner Millennium® solution to deliver a truly integrated and interoperable digital health records platform – a scalable one that can expand beyond hospitals’ walls and feed into wider local initiatives, such as Local Health and Care Records (LHCRs), for the benefit of entire populations.
Through our involvement in this lot of the Framework and any future partnerships with NHS providers that occur as a result, we reinforce our commitment to drive positive, successful transformations that enable the delivery of integrated care – an essential component of the NHS Long-Term Plan. Equipping our clients with the right foundational technology to advance their digital maturity and digital projects remains the core tenet of our everyday activities at Cerner.
Our appointment is supported by notable achievements from existing NHS clients who rely on our EPR system to provide safe, efficient, and high-quality care that results in better outcomes for their patients – Some of these achievements include the improvement in patient safety at West Suffolk NHS Foundation Trust following the implementation of their e-Care EPR three years ago, our partnership with Wirral University Teaching Hospital NHS Foundation Trust and their recognition among the ‘Most Wired’ hospitals around the world in 2018, and more recently, Chase Farm Hospital’s HIMSS Stage 6 accolade, awarded only seven months after their Millennium implementation.
“This achievement bolsters our commitment and drive to continue building strong partnerships with the NHS in order to help organisations achieve their digital vision and deliver their regional goals for the benefit of their staff and citizens.
“We are proud of the work we’ve accomplished with our existing clients as they progress in their various transformation journeys, and we can only look forward to the endeavours to come as a result of this announcement.”

About the Framework
The Health Systems Support (HSS) Framework provides a quick and easy route to access support services from innovative third-party suppliers at the leading edge of health and care system reform, including advanced analytics, population health management, digital and service transformation. It can be used by any NHS organisation, including NHS Trusts, Clinical Commissioning Groups (CCGs), national arm’s-length bodies, local authorities and a wide range of public sector bodies where they are supporting Integrated Care Systems (ICSs), Sustainability and Transformation Partnerships (STPs), or health and social care in general.
The Framework focuses particularly on services that can support the move to integrated models of care based on intelligence-led population health management. This includes new digital and technological advances that help clinicians and managers understand a population’s health and how it can best be managed.
ICSs and STPs can use the HSS Framework to access innovative technologies and digital vendors as well as experienced development partners and coaches, to help develop and deliver population health management capabilities and drive forward system reform.
